北美洲台灣人教授協會 2016 理事會 (新聞稿)

北美洲台灣人教授協會(North America Taiwanese Professors’Association, 以簡稱 NATPA)於十月七日至九日在芝加哥舉行2016-1017年度新理事會的首次理事會。遠道前來的NATPA理事與委員會幹部七日下午逐一住進芝加哥 O’Hare機場旁的Hyatt Place。當晚旋即於七時半至十一時半舉行會前討論,擬定理事會的討論大綱。

會議於十月八日上午八時正式展開,首先進行交接儀式,由財務徐新宏博士代表前會長許正餘教授,將NATPA火炬傳遞給新任會長李中志教授。李教授為伊利諾州立大學(Illinois State University)電腦科學教授。副會長為在馬里蘭Loyola University管理學院的丁弘彬教授。九名現任理事為任期2015-2017的李中志 (會長),丁弘彬 (副會長),林本仁,李明瑱,楊朝諭;任期2016-2018 的李延志,周鉅原,侯志仁,張典正。各委員會的任命順利由理事會無異議通過,旋即由各委員會主席報告業務與未來一年的工作重點。

除了會內事務,李會長提出兩個運動做為未來一年NATPA對外的活動項目。第一項為台灣正名運動,鎖定2020東京奧運隊的隊名與旗歌的使用。李會長指出,奧運代表隊本來就不必以國家為單位,此運動將刻意繞開台灣國家的法理界定。並不是放棄台灣做為一個國家的主張,而是回歸國際奧委會業務,逼迫國際奧委會不得以政治理由推拖逃避。東京奧運隊正名運動將以奧委會章程揭櫫的理想,強調自我認同與尊嚴乃是全人類共享的基本權利,也是百年來奧林匹克運動的最高精神,必須屏除中國以政治力在運動場上對此精神的扭曲。雖不涉國家法理界定,但要凸顯中華台北的不合理,若能成功,將是翻開國際上以台彎做為正式稱呼台灣的新頁。

第二項為轉型正義被長期忽略的一環,活動目標為找出在戒嚴時期違反人權的違法者。李會長表示,此運動不可能一蹴可及,但要開始。只要能明確指出一人,證據充分,不計官位高低,主謀還是爪牙,在台灣司法不願處理的情況下,NATPA將尋求他國執法者,援引國際上逐漸被重視與實踐的普遍管轄權(Universal Jurisdiction),對違反人道犯者發動調查,引渡起訴。李會長表示,在官方資料凌亂破損,甚至系統性銷毀的情況下,要達到此目標的障礙重重。 NATPA將尋求個別受害者的指證,也將與台灣官方或非官方組織合作,逐步釐清事實,對權力者形成壓力,讓加害者負起應有的責任,這才是原諒與和解的前提。

午休由大會準備的餐盒供與會者使用。下午的會議由NATPA芝加哥分會會長李香蘭教授主持,討論如何加強分會與總會的聯繫。帶領討論的有北加州分會會長的周信結博士,屬於紐約/紐澤西分會的劉斌碩教授,不同的分會有成功的不同條件,也有趨於冷清的先天因素。李會長將在許可的範圍內訪問各分會。

下午兩點半起進入演講時段,大會安排四位來賓當講者,不限會員,開放給所有台灣同鄉,出席踴躍,座無虛席,人數比預期多。第一位講者為NATPA前會長劉斌碩教授,劉教授為陳文成教授紀念基金會理事長,除了介紹基金會的活動,劉教授以中南美洲轉型正義的例子,講述教會與解放神學在中南美洲反抗與轉型過程中的角色。

第二位講者為郭清江博士,郭博士受民進黨政府所託,以其專業對台灣的建設做出多方面的重大貢獻,卻被復辟的國民黨子虛烏有地追殺。郭博士以其親身經歷,呼籲懲處濫權的司法人員,同時修法防止以司法做為鬥爭的工具。

第三位講者為GE資深核能工程師楊洪仁,楊先生為清華第一屆核動畢業生,實際參與台灣核電廠的建造。楊先生介紹了台灣核能發展的歷史,與他個人由第一線的核能工程師到反對台灣繼續發展核能的過程。

第四位為皮膚科醫師,梁德明博士,梁博士師事NATPA創會會長廖述宗教授,後由生化領域轉攻皮膚醫學。梁醫師漫談皮膚常見的疾病與保健,與會聽眾均有貼膚之感。

晚餐移至離機場不遠處的Tasty Cuisine餐廳。在緊湊的會議中,晚宴是難得的時刻讓當地同鄉與NATPA會員有機會互相認識,尤其是遠道而來的新任理事與幹部。李會長感謝大家的參與,也特別謝謝NATPA芝加哥分會會長李香蘭教授與台灣同鄉會芝加哥分會會長沈耀初教授夫婦,是這此次理事會成功的最大助力。

十月九日上午八時理事會繼續開會,討論前一天沒有完成討論的事物,其中以2017NATPA年會的舉辦地為最主要的討論重點。有兩個方案提出,回台灣辦年會或在芝加哥辦。參與討論者包括數位前會長,分會會長與理事。兩地各有利弊,李會長刻意沒有做出決定,希望各理事多想兩天,一星期內由理事會投票決定。上午十一時,李會長宣布理事會圓滿結束,NATPA理事與幹事將帶著任務回到崗位,繼續為NATPA與台灣打拼。

Most of these officers continue their services from their respective preceding terms. We deeply appreciate their willingness to serve and continuous contributions. Virginia Shen (Membership Committee chair) and Chih-Ping Yeh (Young Scholar Program (YSP) committee chair) expressed their desire to step down. Both have done a great job during their tenure. Please join me in thanking and congratulating them for their contributions. With their respective recommendations, Li-Lin Cheng has accepted the position of membership committee chair and Jimmy Ching-Mng Chen, YSP committee chair. We look forward to their excellent services. The advisory board is a new ad hoc board from which I solicit advice regarding various NATPA functions. I thank JC Han for his willingness to help. Following the convention of most professional organizations, I have asked Chung-Chih Li, immediate past president, to serve as the nominating committee chair, mainly responsible for nominating new board directors and president.


Chung-Chih Li did an outstanding job as our president for the last two one-year terms. During these past two years, he held two remarkable annual conferences and enhanced NATPA’s image as a prestigious organization.  For example, renowned politicians and scholars such as John Bolton and Richard Fisher were invited to speak at the conferences. NATPA’s involvement in expressing our concern about National Taiwan University’s selection process for its president also illustrated our love for our motherland. (In this case, we also appreciate the contributions of several NATPA members such as Tun-Hou Lee, Frank Hsiao, Peter Chow, and CP Yeh.) Let us give Chung-Chih Li our loudest applauses.


Please continue your enthusiastic support for NATPA for another year of success and vitality.

The Department of Commerce Bureau of Census US - 2020 Taiwanese are Taiwanese!


- Dr. Je-Chin Han (黃界清) - Winner of 2016 Aircraft Engine Technology Award


Dr. Je-Chin Han is honored for outstanding contributions to the field of air breathing propulsion through inspiring leadership, education and research, with major impacts on operations capability, performance and design. The award was presented to him during the ASME International Gas Turbine Institute (IGTI) — ASME Turbo Expo, held in Seoul, South Korea on June 13-17.


He received his BS degree in mechanical engineering from National Taiwan University in 1970, MS degree in 1973 from Lehigh and Sc. D. in 1976 from MIT.


Han joined the mechanical engineering faculty at Texas A&M in 1980, and has been working on turbine blade cooling, film cooling and rotating coolant-passage heat transfer research for the past 40 years and has co-authored 220 journal papers.


He is the lead author on the book Gas Turbine Heat Transfer and Cooling Technology and he has served as editor, associate editor and honorary board member for eight heat transfer related journals.


Han was NATPA President from 2007-2008, is currently a Director of the Board, and chairs a few committees including the Professor Liao Shutsung Award. His leadership and contributions to NATPA has been greatly appreciated by our colleagues.

It is my great pleasure to inform you that our members have voted and elected the new Directors. The four Directors - Elect

will serve from 2016 to 2018. They received all the yes votes with only one vote abstaining. The online voting result was verified by the IT Committee Chair Luby Liao, and it meets the requirement as specified in Section 4 of NATPA bylaw: “At least ten percent (10%) of the NATPA membership in good standing must be present in person or by proxy to constitute a quorum.”  

 

Congratulations to the Directors – Elect. Customarily, the Board meets quarterly through the video conferencing. The Directors – Elect please attend the 7/10 Board Meeting so to have a physical meeting.

 

As a friendly reminder to NATPA members, there will be a round table meeting on NATPA affairs Friday (7/8) evening at TACWC/NATPA Annual Meeting, and the Members Meeting Sunday afternoon (7/10). Please join us.

蔡英文總統新政府剛上任,執政黨國會過半,民主自由照亮了台灣。TACWC將以「發揮台美人能量,點亮台灣」為主題,呼籲北美洲台美人,以他們的經驗及能量,來幫助並促進台灣改革及經濟重振。

 

今年夏令會的節目非常豐富。主題演講講員包括:代表蔡政府宣揚治國理念的官員;林昶佐立法委員;開發網路平台非常成功的第二代Kevin Lin。分組專題討論將邀請專家來廣泛研討:轉型正義、高科技、教育、文化、經濟等悠關台灣改革的議題。年靑人(包括2G1.5G)也會積極參與夏令會,他們以「行銷台灣」到國際的計劃與大家分享。夏令會的餘興節目,我們很高興,已邀請到加拿大Vancouver著名的25人〝蓬萊合唱團〞在星期六午宴後演唱。星期六晚宴後也有小提琴的獨奏及其他表演。

- NATPA PayPal Account: Accepting Membership and Donation Online 

 

NATPA has established an online payment method.  Members can use PayPal or major credit cards (even if you do not have a PayPal account) for making payment of membership or donation.  It is a secure process similar to any online transaction. There will be an invoice available for you to save or print for each transaction.

 

You can click the “Donate/Pay to NATPA” link to:

1) Donate to Prof. Liao Memorial Fund (NATPA廖述宗教授基金);

2) Pay your Membership dues, or

3) Donate to the general fund in NATPA.
