- Regarding "Global Taiwan Institute"


A correction in the previous notice: Dr. 陳文彥, one of the four former NATPA presidents is serving in the GTI as the consultant (not a founder).


Dear colleagues:

 

There is a great project initiated by 黃文局 who has donated $20+ million worth of properties to set up the Global Taiwan Institute (GTI). Four NATPA past Presidents (賴義雄,陳文彥,王萃堂,林瑞陽) have joined as Founding Members.

 

As GTI first term Chairman Dr. Robert Lai (賴義雄) envisioned, the long-term objectives of GTI may be summarized as follows: The researchers of GTI will develop a career in Taiwan-related studies. GTI will direct its attentions to emerging and new issues that require long term commitments. All of the projects will be funded by GTI initially. But the research team will have to bid for external contracts for long term financial sustainability of GTI.

 

COO Mr. Russell Hsiao anticipated a constant presence of GTI in Washington DC through research, publicized activities and publications, and innovative people. A building of 5000 square feet in the prestigious DC area of the DuPont Circle has been purchased that is in proximity to leading Think Tanks including Brookings and CSIS. GTI will invite young scholars from Taiwan and elsewhere to visit as visiting fellows. Eventually GTI will have in-house researchers and fellows just like other more established Thank Tank. Regular seminars and annual showcase of policy forums will keep GTI active and engaging with important issues related to Taiwan. The ultimate goal is to influence policy makers directly.

 

As advised by the CFO Vivian Fu, the NATPA contribution to GTI will be kept as a separate endowment fund. NATPA needs to establish such a fund in the amount of $100,000 to become GTI’s Founding Member. Founder黃文局kindly promised a Directorship for NATPA.

 

I want to propose NATPA to join GTI as an Institutional Founding Member by getting 10 members to contribute $10,000 each. Following the guide lines of GTI, the nearby DC members, under the auspices of NATPA Board, will enable NATPA to help GTI within and without to become an influential think tank on Taiwan policy making and beyond.

 

Please contact me if you are interested in becoming one of the NATPA Donors to GTI. Look forward to participating in such a great endeavor.

- 2016 NATPA annual meeting will take place on July 8th to 10th


With the overwhelming landslide win of the green camp in Taiwan, this is the opportunity for the Taiwanese to re-build Taiwan.  TIW and her team will need all the help they can get.

 

We, as NATPA, have the responsibility to unite all the oversea Taiwanese to help President Tsai. .

 

As one example, we in the West Coast will hold a conference in July in San Francisco to help Taiwan.  An official announcement of the 2016 TACWC is attached for your information.  Please mark your calendar to attend TACWC-NATPA conference in July from 8th to 10th.

- Regarding "Global Taiwan Institute" Fund Raising


Dear Colleagues:

 

I trust this mail finds you healthy, happy, and prosperous as always.

 

It has been suggested that NATPA should join DPP think tank so to help on the policy making. Under the leadership of our former President Shyu-Tu Lee, NATPA think tank committee has been active in getting experts into groups of economics, politics, etc. However, there can be no comparison with the full time and well funded Think Tank Institute.

 

There is this great opportunity for NATPA to join force with Global Taiwan Institute (GTI). GTI offers NATPA a directorship. The NATPA members in general and DC members in particular, under the auspices of NATPA board, will be able to participate within and without to help GTI become a very influential Think Tank Institute for Taiwan policy making and beyond. Director Hung-Bin Ding, residing in DC area, has been instrumental to look into this proposition and filed a report as appended below.

 

The deadline to become a founding member is March 31st by contributing $100 thousand. We are still $80 thousand short. If we can reach 80% of needed fund by next Monday, I am sure we will be able to make it happen.

 

I am asking whether you would like to support NATPA in any amount to join GTI. If you do, please send me an email, just stating the amount you pledge. The fund will only be collected when the goal can be reached.

Director Hung-bin Din reports

 

Dear James,

 

As per our discussion form the board meeting in February. I have made contacts with the two key individuals of the Global Taiwan Institute (GTI) in the Washington, DC area, Dr. Robert Lai and  Mr. Russell Hsiao in the second half of February. 

 

Dr. Lai, a former president of NATPA, will assume the role as the Chairman of GTI upon the conclusion of fund raising stage. Mr. Hsiao, a veteran of the Washington think tank circle, will be the managing director of this new institution. I had a 30 minute face-to-face conversation with Dr. Lai and an hour-long conversation on the phone with Mr. Hsiao. The conversations shed lights on the future of GTI in the areas of governance, operation, research, and influence strategy. The followings are the essences of our discussions.

 

My conversation with Dr. Lai centered on the issue of governance and the long-term objectives. I have summarized his answers in bullet points:

 

1. The researchers of GTI need to develop a career in Taiwan-related studies. These researchers may elect to work for other organizations after GTI but it is Dr. Lai's hope that GTI can help the young researchers develop a career-long commitment to Taiwan-related studies. 

 

2. Building on the first point, GTI will direct its attentions to emerging issues and new issues that require long term commitments. The S. China Sea dispute is a good example.

 

3. All of the projects will be funded by GTI initially. But the research team will have to bid for external contracts for the long term financial sustainability of GTI. 

 

The discussion with Mr. Hsiao touched upon vision and the initial focuses of GTI. His role of managing director will be similar to that of a COO in the private sector. He will oversee the Washington operation of GTI. In general, his vision for GTI is to make a constant presence in Washington through research, publicized activities (including publications), and innovative people. His replies is also being summarized in six bullet points:

 

1.  GTI will and want to be the place where other think tanks consult for ideas and eventually become a direct policy influencer itself. To do this, GTI needs to make a strong and constant presence in the Washington DC policy circle. The location, the Dupont Circle neighborhood, provides very close access to leading Think Tanks including Brookings and CSIS (within 2-4 city blocks). 

 

2. In addition to location, GTI will recruit emerging young scholars from Taiwan and elsewhere to visit GTI as visiting fellows. It is their hope that these visitors will bring new, innovative thinkings to the market of ideas. 

 

3. Eventually GTI will have in-house researchers and fellows just like other more established think tanks. The in-house staff are also expected to bring new, innovative thinkings to the market of ideas. 

 

4. The new and innovative ideas can be new solutions to old problems. But more importantly, GTI hopes to expand the reach of Taiwan issue OR the role of Taiwan in the policy dialogues. Taiwan is only being mentioned by the American media as a minor subject in presidential debates. It really shouldn't be like this. GTI will have to inform Washington and the advisers to Washington that Taiwan can be and has been playing a significant role in many global issues, not just a chip in the US-China geopolitical rivalry. In other words, GTI will try to increase the scope of Taiwan discussions. People don't have to bring China in discussion when Taiwan pops up in policy discussions.

 

5. GTI plan to have regular seminar at its location. It will also have an annual showcase of policy forums in late spring or early summer.

 

6. GTI will need to be active in publishing its research through special reports and other formats. As a new think tank, it may not be easy to influence senior policy makers directly. But GTI can start by influencing policy maker's advisers (i.e. respected researchers form other think tanks) with new, innovative ideas.

 

Both of them are also willing to have further conversation with the President and the board of NATPA when further clarifications are needed.

Tainan Earthquake Donations from NATPA


Dear Colleagues:

 

The fund raising for Tainan Earthquake victim families has collected a total of $12,275. Please see the attached list to ensure the accountability.

 

We will make a special delivery to Mayor Lai by NATPA Secretary Marion Lee. Since plenty of fund was pouring in for Tainan, we will specify our fund toward helping students of victim families. We will also ask Mayor Lai whether during summer or winter recess, NATPA members may organize activities to help the kids of victim families.

NATPA Professor Liao Shutsung Research Award 2016 Recipient

 

Dr. CHUNG-HAO (PIO) KUO (郭忠豪)

             

Dr. Kuo is currently affiliated with the Department of East Asian Study at the University of Illinois at Urban-Champaign. Starting September 2016, he will be a Visiting Assistant Professor in the Chinese School at The University of Hon Kong.  The title of his proposed research (see attachment) is Gastronomy and the Construction of Taiwanese Cultural Identity during the Late Ming-Early Qing Period (1600-1700).

NATPA annual meeting will be held in conjunction with Taiwanese American Conference-West Coast on July 8 to 10 at Crowne Plaza Hotel in Foster City of the San Francisco Bay Area. This conference will be co-sponsored by TAFNC, with assistance from NATEA.

 

The conference will feature topics on transitional justice, judiciary reform, and economic revitalization, and recognize the young scholars and winners of Professor Liao Memorial Award. NATPA will have the whole venue to ourselves in the Sunday afternoon for NATPA business and topics of member interest.

- Registration for 2016 NATPA Annual Conference

 

Dear Colleagues:

 

NATPA annual meeting will be held in conjunction with Taiwanese American Conference-West Coast on July 8 to 10 at Crowne Plaza Hotel in Foster City of the San Francisco Bay Area. This conference will be co-sponsored by TAFNC, with assistance from NATEA.

 

The conference will feature topics on transitional justice, judiciary reform, and economic revitalization, and recognize the young scholars and winners of Professor Liao Memorial Award. NATPA will have the whole venue to ourselves in the Sunday afternoon for NATPA business and topics of member interest.

This year's NATPA annual and TACWC conference will be held in San Francisco from July 8 to July 10 @ Crowne Plaza Hotel, Foster City, CA.  Please join us.

NATPA has established an online payment method.  Members can use PayPal or major credit cards (even if you do not have a PayPal account) for making payment of membership or donation.  It is a secure process similar to any online transaction. There will be an invoice available for you to save or print for each transaction.

2) Pay your Membership dues, or
